The Snug-Tite Lock by Thule is designed for locking hitch bike racks to the receiver hitch. Kryptonite (a long standing bike lock company) in conjunction with Thule, created this lock and gave it an an anti-wobble feature that provides a little more stability in the hitch system, as well as locking security.
Constructed for Roadway, T2 and Parkway hitches. Already included on the Revolver and Ridgeline hitches.
